A design system that serves one product team is a beautiful thing. Add a second product team, and things stretch a little. Add a third, and the seams start showing. A centralized model puts a dedicated design system team in charge of everything: building components, reviewing contributions, maintaining documentation, and shipping updates.
This model works well when your organization is small enough that one team can realistically serve everyone. If you've got fewer than 20 designers across two or three products, centralized governance gives you consistency and clear ownership. There's no ambiguity about who decides what, and the system stays coherent.
It breaks when the central team's component request backlog becomes a bottleneck. Product teams don't file complaints or escalate. They simply build what they need and move on. That's a good signal that your centralized model has outlived its usefulness.
In a federated model, representatives from your product teams contribute to and maintain the design system. As changes are made, they're distributed to all product teams. The designers closest to the product problems are the ones shaping the shared system.
This model appeals to organizations with multiple mature product lines where teams have strong opinions and the talent to back them up. It respects autonomy and brings real product context into system decisions.
But the federated model assumes that teams will find time for this work in addition to their existing commitments. They won't. Too many contributors can slow decision-making and lead to inconsistent results. Without someone who has final authority on component standards, the system drifts. Designing for reuse, scale, and consistency are skills that take time and experience to develop; typically, feature teams aren't trained in this work.
Hybrid governance pairs a small central team with contributors from product teams. The central team owns core primitives, design tokens, and the contribution process. Product teams extend the system within established boundaries.
The hybrid model takes the best of both centralized and decentralized systems, blending structured governance with practical insights from those working directly on products. This is the model most widely adopted in mature product organizations, and for good reason: it gives the core team control over the things that can't drift (tokens, base components, documentation standards) while giving product teams a structured path to contribute domain-specific patterns they genuinely need.
It breaks when the boundaries aren't defined. Without a clear contribution model and decision-rights structure, hybrid governance slides into one of the other two failure modes – the central team either takes over or gets steamrolled. A hybrid model without a documented contribution process and clear decision-making processes is just a centralized model that pretends to accept contributions, or a federated model wearing a governance hat. Neither works in the long-term.
You can trace most design system governance breakdowns to issues with the contribution process. A watertight contribution process needs a consistent workflow from proposal to release:
Proposal: A product team identifies a need that isn't met by the current system and submits a structured request. This includes the use case, affected products, and a rough sketch of the component or pattern.

At every step, someone specific needs to own the decision, and a timeframe needs to be attached to it. Ambiguity at any stage creates a bottleneck that undermines the entire process.
The human side matters just as much as the mechanics. Product designers need a clear answer to "what happens to my contribution?" If the answer is silence, or a Jira ticket that sits untouched for months, they stop contributing. Once that trust is broken, you'll find teams building their own components and ignoring the system entirely.

Connect all of this to stakeholder buy-in. Show that system adoption increased by a meaningful margin, that average build time dropped, or that inconsistency reports are trending down. Objective data is what gets DesignOps investment approved.
The root cause of low adoption is almost always friction.
